Default Lagging/bogging B18B OBD1

Well a few months ago I had the same kind of problem but it would only happen once in awhile. A buddy of mine told me to check my coil in the dizzy to look for any signs of grounding indicated by burn marks. Turns out I did on the whole side of the coil. I replaced it and it fixed the problem but now its back. I replace the coil and ICM/ignitor, but this time around it happens almost everytime I drive it. What else should I check, it feels like I'm cruising in 3rd and all of the sudden I get the same throttle response as if I was in 5th going 20.
