OBD0 b16 TPS 4.7v closed.

Should I just switch the two outside wires? After that, try and get it as close to .5v closed as possible?

what car is it in DX Si or what?
If its a DX and you did not switch the TPS wires then do that and check the voltage,should be 0.5 closed to 4.5 at wide open.
