Sputtering/bogging all of a sudden at 3,000 rpm?

i have a built gsr motor tuned on neptune.. all of a sudden it started bogging out at around 3-4000 rpms. i cant figure out the situation..i replaced the dizzy, same problem. fuel pressure is good. any ideas? thx guys

Will the car rev past the bogging rpm range?

Are you using a catalytic converter?
