Clutch or trans problem?

When on jackstands in neutral the wheels turn. Depress the clutch and they stop, let out they tuen again. Is this an issue with the clutch engagement or transmission?

That boggled my mind the first time I noticed the same thing. Apparently it's normal though. As long as they're not going 30 mph, just relatively slow speed.
