Default Power Steering Belt Issue

90 Accord,auto,a/c,2.2L. I replaced the power steering pump & belt but the belt is rubbing on the alternator pulley (if I put some soap on the side of the belt the noise goes away temporarily).I've actually changed the pump twice,from 2 different parts stores and even tried to shim the PS pulley to bring it out a little with no resolution. Has anybody else run into this kind of problem ? Everything is installed correctly and I have had it to 2 different professionals to look at it. Could the re-manufactured PS pumps be off specs ? My next thought was to get a belt from a Honda dealer but I'm just guessing at this point. Any suggestions/advice will be greatly appreciated !

Ok, it looks like my problem is the crankshaft pulley/harmonic balancer. When I took off the power steering belt,I was able to use a screw driver and push the inside of the pulley towards the block which then allowed the PS belt to not rub. I'm going to put a new one on,this weekend.
