Powder coat is more durable, but you'll pay more. I'm in the process of redoing a set of wheels and I checked into powder coating. They gave me a quote of $120/wheel your mileage may vary though. They still had to paint the center caps (stock 91 CRX Si wheels) because they couldn't powder coat plastic.
I sent my wheels off to be bead blasted and I'm just gonna do them myself. I already bought most of the supplies and the primers, paint, and clear. So far the blasting costs $100 and the paint is $25. I may need to buy more paint so at the most, I'll have $150 into them.

I used automotive paint when I did my wheels, and it's holding up just fine. I scuff the wheels up, sprayed some bulldog(paint adhessive), sprayed about 4-5 coats of base paint, and 4-5 coats of clear.
