that should be coming off a fuse directly from the battery. if you have a good ground and no power, it may have blown a fuse or you have an open circuit in the power wire.
find the circuit diagram to see which fuse it runs off of or check all fuses to find the blown one.
if you need to hook up a scan tool, you can run a fused wire directly from the battery to the back of the obd port (backprobe it) and hook up the scanner, or run that same wire from the battery and all other wires to the scanner from the port with paper clips and jumper wires in the obd port.
