Help! Cannot Pass SMOG!

Icon2 Help! Cannot Pass SMOG!

Alright, so here it is. I Have a 89 sedan with a 93 D16Z6 that i converted from OBD-0/DPFI to OBD-1/MPFI. I am trying to get it BAR'ed and it will not pass the sniffer. The smog tech said i was running to much fuel and told me to check the MAP sensor and wiring, along with the O2 Sensor and its wiring. I have checked ALL of the wiring multiple times tracing the wire from the sensors all the way back to the ECU and made sure that they were in the correct slots. Just to be sure i have replaced the O2 sensor, Fuel pressure regulator (even went as far as getting an adjustable FPR), MAP sensor and injectors. I have new plugs, wires, cap and rotor. I have spent a very long time searching for a solution and have gone nowhere. Has anyone ever had this problem before? or does anyone have more insight as to what i should try next?
Im sick and tired of failing SMOG.....

PS.
Not throwing any codes and have replaced the ECU to be safe.

When was the last time you did a full tune up (spark plugs,spark plug wires,rotor,cap or dizzy). How does it drive any hesitation/jerking in first/second gear?

I have Brand new plugs, wires, cap and rotor, and the car has no hesitation in any gears, it gets up and moves when i tell it to. buddy of mine told me to check my fuel pressure reg. he said fuel pressure should be around 30-33 psi at idle. can anyone confirm that? right now its about 40.

40psi is a bit high for a d series. mine ws set at 28psi on my d15b. it passed

Have you tried retarding the timing? 2 deg should be good.

It took me 20 times when I had a ls swap. Now they don't

use the dyno anymore it's passes easy with my b18c.
