Default 95 civic ex coupe- Radiator fan not working by itself

ok, so here is my problem, the radiator fan doesnt turn on by itself, the engine could get hot and it will never turn on, I put a little 10cm wire on the relay that is on the front fuse box, and hook it up to the negative of the battery, the fan would turn on when the key is opened. however that was in summer, now that is winter, the fan doesnt let me get the engine on normal temp cuz it;s always on. what do I have to check? do I have a bad relay? my engine is a d16z6 stock
