Emissions or not if your driving a "stock" car (ie No engine Mods) then removing it is a violation of federal law. (like i could give a S**T)
in my state i can drive with out a cator any other emissions crap as long as the car can no classed as Custom or Modified
so for this i have to have motor work and body work that is NOT stock done to the car.

any way the answer is NO you car is OBDII and it has to have the EGR valve to run correctly.

the best thing i can tell you is use carb and chock cleaner and clean it all up put it back on and get the code cleared.

the reason the car runs funny is what the computer does once the Cel is on is it runs on limited sensors and adds more fuel then is needed

This is a common problem of the Civic HX. Clean the EGR valve and the port and passage ways inside the EGR chamber.

my freinds 2000 hx had the same issue, cleaned the valve only and the CEL went off just long enough to get inspected but came back on, guess i'll be doing the chamber next and she claimed to get better mpg's since the valve was cleaned, glad to see this is a common easy fix
