why does my car take soooooo long to start and idle so high?

Default why does my car take soooooo long to start and idle so high?

Car: 99 civic si
Engine: Built Z6, supertech 8.5:1 pistons, eagle rods, valve job, port and polish.
Trans: 95 si, exedy clutch, oem flywheel, oem pressure plate,

It did this with the old engine (super stock z6) too in a different chassis with the same p28 crome pro with 450cc dsm injectors, ecu. The car sees zero emissions. I have never ran an oxygen sensor. all other sensors are in, functional (tested with DMM according to service manual), and wired up 143% correct. fast idle valve had been screwed in about 3 weeks ago.

Heres what happens, problem 1: If I let the car sit overnight. I open door, hop in, turn key to on, let it sit for a few seconds, turn to crank and hold it (starter going and all) for anywhere from 5 to 15 seconds. Usually, if it catches, it sputters and dies. Repeat crank and hold for anywhere from 5 to 15 seconds again until it catches. Idles normalish around 7-800 rpm till warm.

Problem 2: Car is at operating temperature and constantly idles at 1400 rpm. out of gear coasting, clutch in coasting, sitting at a stop clutch in or out, trans in or out of gear. as said earlier fast idle valve is tight.

Im stumped, especially with the car taking forever to start. outdoor temperature bears no difference.
