The fact that he says to send cash as a gift tells me scam. Yes, paypal fees are a hassle, but when selling big things like those parts, you should pay the fees to make sure it's legit and in case you don't receive your purchase, you can contact paypal and they'll do something about it.

 

after doing additional research, that ad checks out. it's all legit. but i told the seller he shouldnt use paypal's "gift" payment method to avoid any troubles if some customer wants to pull a fast one.
