Default Thermostat

I have an 88 civic STD with a d15b1. Idk if the thermostat is opening because after I let it run and drive it a little the lower radiator hose where the thermostat is located remains cold(doesnt get hot). I have heat And when i changed the thermostat the heat got better, but the hose still doesnt heat up Does this mean the thermostat didn't open or is it supposed to be like that?
