Icon2 VTEC problem on B16 PR3-3 head?

I have this VTEC problem on my car the VTEC used to work but lately it just stoped working. I was wondering what could be the problem? The VTEC head is a PR3-3 head on a B18A1 block thats properly set up for VTEC.

Could it be that it needs a VTEC controller so that it could help the head engage the VTEC?
