Default new car only throwing code 10 obd1 gsr on chipped p72

My buddy just bought a 91 hatch with a locash racing obd0-obd1 conversion harness running a chipped p72 with a gsr motor, stock intake manifold with no iabs hooked up, the butterfly is wedged open.

The car ONLY throws code 10, we unplugged the maf sensor and tps sensor trying to throw another code after we tried to resolve the code 10 for a couple hours to no avail.

We plugged in a stock p61(only other ecu we had) and it still only threw the code 10.

Why does this thing not want to throw any other codes?
Ideas?
I've searched high and low and almost all the post concerning code 10 don't get resolved.

10 is intake air temperature sensor, is it hooked up? If so trace the wire from IAT to the pin locations on the ECU. Swap a good known iat if the wiring checks out. Also make sure the iat and iacv aren't swapped around.

Already did that, still throwing the code.

Whats weird is not throwing other codes even with the maf and tps unplugged.
