i need help with my 2000 gsr catalytic converter
What state do you live in? If your state doesn't do emissions testing you don't need to spring for a cat. If you want to know a good price just to a google search with "shopping comparison" in your query.
Call a local exhaust shop, since you'll need someone to add flanges to a universal cat anyway.
You'll want a California legal replacement cat. Unless you have serious power modifications, just get an OEM equivalent and don't worry about it.

Dont get a magnaflow high flow cat. You will throw a cel. Its not cali legal anyway. Look for an oem replacement that is cali legal because cali is **** about everything.
No. That is not California legal and will sound terrible. You will for sure get a CEL because of OBDII. Any car 96 or newer will throw a CEL code without a cat unless you somehow mod the o2 sensor and where/how it sits in the exhaust, which is possible but not worth it. And in Cali, or Wisconsin where I live, and any other strict emissions states, your car wont pass an emissions test with a CEL. Pre-96 you're free to do whatever. At least in Wisconsin, idk about Cali's laws about pre-OBDII
The CEL is the least of your worries. Im sure you heard and read about the trick to remove the light with the use of a high flow cat and/or test pipe.
A quick search on HT will show you a couple of threads with details on how to do it step by step. Not to mention it only costs about $4 to do.
As for the test pipe, i wouldnt do it. Not because of the CEL, but because it will sound pretty bad, unless its resonated. Also, say goodbye to passing the rigorous California inspection. The best solution for you would be to buy an OEM replacement cat or opt for a Magnaflow that meets the California standards. The Carsound website, aka Magnaflow, will show you a series of high flow catalytic converters that have a bung for the o2 sensor (so you wont lose that option).

Well thanks for the information bro. Where i live in the northwest there aint no emissions or smog tests here in Oregon.
to hell with test or straight pipes either or, i dont have to worry about emission or smog in texas but the way that crap makes it sound is more than enough reason to get a replacement catalytic converter, unless of course it was built and had a seperate track setup, in which case i would have a test pipe as a part of the track setup to throw on ONLY when setting it up for the track....but if im on the street and its NOT constantly at high rpms, then i would definately have to have a cat.
