Default Put in another cam today...but belt keeps slipping for some reason????

I installed another cam this morning, but for some reason, even when i turn the engine over by hand, the belt slips by about 7 teeth, each time I turn the engine over (by hand) it slips to a new spot...what the hell is going on here??? I installed my old cam months ago with no problems, the only thing I can think of that I did differently was when the belt was off the cam gear...I turned the engine a little by pulling on the belt to line it up with the cam gear, then slipped it on...everytime I turn it over by hand it slips a lil....anyone know what the cause is of this?

Ok...if you make a mark on the tooth of the timing belt that's right above the "up" mark on the cam gear, when it comes back around, should it line again???

whew..well everything is fixed now, no bent valves from moving the belt around so much, compression was 150 across.
