Default Rough Idle when warmed up

So I finally got my idle so it is not jumping all over the place anymore and now the only problem is that it shudders alot at low RPMs. Me and the mechanic hooked up a timer and my rpms were at about 590-600 rpms at totally warmed up base idle. The only problem is that the car seems to shake a lot at that low of an rpm. If we adjust the base idle screw back it will just start jumping at warm up like it did before.

So answer me this: Why does the chiltons manual state that the Idle for a CRX HF should be 450-550?

and if my car is at ~600 rpms, then what is making it shudder? Would getting my fuel injectors professionally cleaned or swapping in new ones make a difference? They are not cheap new, ~75 bucks on rockauto.com

also recently I have seafoamed it (in the IM and in the tank) and also put in some expensive fuel injector cleaner. But it didn't really do anything.

the TB gasket is new and I just barely cleaned the TB last weekend. What makes you suggest that?

When I took it by the mechanic last he told me I didn't have any vacuum leaks whatsoever.
