brake/new axle issue

Default brake/new axle issue

Have a 96 honda civic ex, manual. Nearly 300k on it. I love this car. Recently, I had a new axle installed on the right side. axle popped out about a week later, and another mechanic reinstalled it. Everything felt fine, about two weeks later I hit the brakes, and the car felt like the brakes were still engaged after I released the pedal. The car felt "sluggish" and when in neutral, came to a quick stop when rolling. ALso, at certain speeds, the wheel feels like it is about to fall off. I put the car in reverse, and this seem to solve the problem temporarily. But if I even touch the brakes, the same thing happens.

This may be a stupid question, but would the installation of a non-abs axle have caused this?
