1st lsv-T build is this block salvagable?

Default 1st lsv-T build is this block salvagable?

B18a block. Going to add a b16 head with some boost when it is done. BUT.....
Got this apart today and found some wholesome goodness. Got it on the SUPER cheap, but upon taking it apart, the rod bolts were still in the rod.....but basically unthreaded. The nuts have NO stripped threads at all. What would cause this? And is the block still usable with the marks and metal beginning to be removed as illustrated in these pix? LMK

Just want to be sure that the block I have is worth it as a starting point or if I should scrap it and pick up another one.

blocks fine the crank not so much.
