Icon3 Car cranks but won't start

I own a 1998 honda prelude and it is currently having electrical problems. I used a probe with voltmeter and discovered that the immobilizer was not getting power. The ecu is connected to this same connector in the wiring diagram. No check engine light comes on, car has compression, fuel injectors work, fuel pump is good, there is just no spark. When I hook up an OBD II reader it says it is unable to establish a connection, making me think the ecu is receiving no power when the key is in the "on" position in the ignition. My radio works, lights, everything but the devices that receive power from that connection. Brake light is on for no reason, although brake device is connected through the same connection. Please help I do not have the funds to take my car to a shop at this time.
