blue tinted headlight effect

does anyone know how i can create this blue/purple tint on the headlights?

Looks like the ricer lights you could buy back in 2002 off ebay

That happens to my headlights sometimes when it rains. Jeez man don't be a ricer.. next you'll want tinted LCA's.
