Bad valves seals or guides?
puff of smoke upon start up, then smokes as i get to about 2k. i burned 2 quarts in 30 miles!
Compression test show perfect compression across the board and leak down test came out good as well...when we bore scoped the motor there is a nice amount of oil sitting at the top of every piston.
Are the just the seals bad or is it my guides?

Good compression and a passed leak-down test tell you your rings are good and your valves are seating properly when closed. Oil on top of the pistons usually means oil leaking down from the head. So it's definitely seals or guides. How many miles are on this engine? If the valve guides are seriously worn that will usually lead to some noise from the valve train.
Now I may be speaking small block chevy here, but the valve seals keep oil from reaching and leaking past the valve guides. If there isn't any abnormal noise coming from the head I would start with the valve seals. Cheapest, easiest, and most likely bad anyway even if the problem does run deeper.

most likely valve seals very comon! i have a fresh ported b16 head fresh 0 miles complete if you want a stress free replacement! asking $650! p.m me for the f.s thread.

Well, get your self some valve seals, and get to work! I would doubt that it would be the guides, because it has to get past the seal, before the yada yada yada....you know what I mean.

that's more than bad seals could ever produce. no seals on an otherwise healthy engine would only burn around 1qt every 500 miles. as it sits you probably look like spy hunter driving around. somehow, you have a a very large problem and i have no idea where to even start guessing.

does the valve cover have the gromets for the spark plugs undernieth?
head gasket leak maybe.. are you using head studs like arp or are you using the used oem bolts for the head to block?

it is and will fry an exhaust valve after enough time. the oil will coat it and lead to a fracture. 500 miles is much different than 30 though. totally different causes
