Can't switch off running lights and low beams don't work

Its been a while since i owned i civic. Bout 2 years. Been through 2 nice diesel trucks and an evo. I have a 93 sohc turbo hatch now and like it alot but I have an electrical problem.
I have already tried the switch in the steering wheel and it did not fix the problem
Symtoms:
Instrument lights... Dash... Climate lights and running lights are all stuck on.
No low beams at all. Switch will not turn them on nor will it turn the dash/running lights off.
High beams will work if holding the switch pulled back like to click them on but won't stay on.
This is really annoying and I have to pull the dash fuse at night when not driving.
Thanks in advance hopefully i can get some light shed.

Are dash fuses 21 and 22 blown?
Are you removing dash fuse 19 to prevent the dash/running lights from turning on?
Do you have a new combination switch installed?

I pulled both low beam fuses and they are good. The instrument light fuse is what I pull to cut dash and running lights. It's 2 fuse spots below the low beam fuses.
Tell us what you did to test the combination light switch on the steering column. Or did you replace it with a new one? I am asking these questions because your information seems to point to a problem with the switch.

Basically plug and play just no reaction what so ever. Then repeated for about 5 steady mins with a bummed look on my face. Everything points to the combo switch but idk. Is there a relay under the dash? I think I saw 2 but I'm on my phone and can't exactly speed search things while working and eating.
So you installed a brand new combo switch?

Replaced with a known working one. Worst case in some fluke I can purchase one from my 2nd job try it and take it back if needed which is napa. I def feel like it's a switch problem being as the running lights/dash are stuck on but I know the other switch was good
