Im wondering about cutting my tein springs to drop it a few more inchs, I dont have a spring compressor so i was going to cut them with a saw zaw while on the car, i know it sounds dumb but if i jack my car up enough my springs have no tension what so ever is it still possible and safe to do?

cut them with a blow torch and make sure you aim the sparks next to the fuel lines and gas tank

Don't cut your springs... Most Tein springs have progressive spring rates, meaning they will be soft in the initial first inches of travel, then stiffen as travel progresses to prevent bottoming. Chances are your car will ride horrible, and not handle as well. Besides, you don't wanna go much lower than two or three inches, for handling at least. If you had ebay lowering springs I'd say go for it but...
