Your upper rear beam is most likely rusted or bent. take the rear cover off and check it out.
its pretty simple.

Ditto that^^^

What "sags" the bumper, [#18] or the clip, [bumper face]?

Are all the other pieces, [#11 and #18 to #50] all installed/used on the rear?

i took off the rear beam and pushed it up as far as i could and even ziptied the entire bumper which sat better than the screws

the bumper "cover" seems to be the one that sags i have a 98-01

i think i have all of that except the foams, they just shattered one day =\

when i had a 94-97 rear it didn't sag regardless of the foam and it is put on the same way as this current 98+

it had no gaps all the way around aside from a slight gap on the far left side where theres a bolt holder thats loose where it connects to the quarter panel

i'll try to get a pick up when the time alliots

ive had this happen before... rusty beam.
i just used a self drilling screw (self tapper) through the plastic tab on the bumper into the rusty beam that its supposed to be screwed into and its been fine since.

Try to take off the upper support beam and bend the metal part straight, if it doesn't get better just replace the upper support beam for the rear bumper.

thats what i have done, it is ziptied FLUSH and HARD against the support beam. i didn't have this problem when i had the 94-97 on. this only occured after i put on my 98+

both bumpers were held up by the same method.

The rear bumper clip for 94-97 [P/T# 04714-ST7-A90ZZ] is not the same as the 98-01 [P/T# 04714-ST7-A91ZZ] that will most likely be the problem, wrong part . 94

i didnt know the support beam was different. why would the beams be different argh

no junk yards or where evers have 98+ tegs for a proper rear beam.

from my knowledge its a long piece w/ 4 bolts i don't see why it would be different tho
