Default 2000 crv 4wd Horn problem

I'm having a problem with my horns. I have no horn whatsoever. I've disconnected the horns and tested them by grounding and running off the battery. One horn works and one does not. Can one horn not working, cause both horns to fail. My fuse has been checked and is O.K. I'm also reading a lot about a horn relay, I can't find one, exactly where is it located. When I start the car and push the horn button, I hear nothing. No relay clicking. Also the SRS light is off when the car is running. I would appreciate any solutions to my problem.

Cruise control work?
Could be that you have a bad clockspring?
One horn not working shouldn't cause both horns to not work.

The cruise control works fine. So I'm thinking horn relay. Any ideas would be appreciated.
