z6 head/y8 block - how do i tighten the timing belt?

Default z6 head/y8 block - how do i tighten the timing belt?

i have a 98 honda civic ex and i have put a z6 head on a y8 block and when i went to put my timing belt on it was still loose enough to where i cannot tighten it at all so my questions are why and what do i have to do to tighten it

first did you change the timing belt?
second which timing belt did you use?
third is the tensioner broken?

i would also recommend changing the water pump while your at it...
