89 DX Hatch w/ B8 block and B7/2 head idle problems

I picked up a 89 DX hatch with a B8 block and a b2/b7 head, still dpfi. First, I have adjusted the valves and checked the timing, and everything seemed spot on. I have also tried multiple iacv's and injectors.
The problem with the car is, as soon as you start it, the rpm goes to almost 2000 and white smoke comes from the exhaust. I am completely baffled as to what the problem is. I have a fear that some valves are dead but I keep telling myself that it is something else. Any help would be greatly appreciated.
Also, I understand that some of the B8's didn't have valve reliefs, but I haven't look into the cylinder to check.

Compression test will tell if valves are dead.
White smoke sounds like head gasket problem but it might just be condensation if the car has not been run for a while.

I did a compression test and all the cylinders were in the 180's. What could be the cause for the crazy high idle?
