Default Brake pedal

I hit the brakes but I have to get the pedal halfway to the floor before the brakes will even attempt to start working. Is this because the brakes need bled? Guy that sold the car told me he did all of the necessary tuning of the car, including bleeding the brakes.

You could try bleeding. There are several threads on pedal feel and throw and you might read those. There is not always a simple answer, but the easy first thing is to bleed, especially if brake work was done. Air makes a soft feel, not just long throw.
