Default LS/vtec need to pass emissions

ok for starters a little about what im working with...

for basics
99si LS/vtec itr cams b16a2 pistons
kamikazee header
Carsound high flow cat
3" thermal exhaust
RC310 injectors adj fpr

....all sensors are in unplugged my chipped p28 and swapped in the obd2b stock b16a2 ecu ..first off the car runs little rough..not horrible...

30 miles on ecu...p1072 running rich...erased code dropped the FPR down maybe 5psi...10 miles after threw a p0420 (catalytic converter code) tomororow im going to keep driving it to see if it throws any additional codes

I just need the car to pass emissions here in CT...do i need a different ECU p72 or p73 to make this work? or do i need an SAFC? Is the oversized exhaust causing this to happen?? My wide band is reading 11:1 at idle but cruising im about 14:1 AFR ..im also suspicious of the larger injectors causing these codes...Any ideas or imput or experience ?

Stock ecu needs to be matched to stock injectors...Running rich for long periods of time can decrease the life of your catalytic converter. Usually P0420 means you have a bad catalytic converter. The ecu knows this via the secondary O2 sensor voltage fluctuations.
Put the stock injectors and ecu in there and drive for a few days under various conditions. This will set your readiness codes (hopefully) and you will pass emissions(hopefully).

Well you don't want to run a p72 ecu. You don't have any secondary butterflies. Are you running a wideband in place of your stock o2 sensor? Where are you at? Im in norwich, ct area. If you need some 240cc injectors to try i have some.
