code 67 cat converter

Default code 67 cat converter

Well, I just pulled the codes on my civic and it came up with number 67 which is the cat converter. Now does this mean the cat itself is bad? Or is the 02 sensor reading too much exhaust? I took my cat out of my evo and just put a 02 sensor spacer on it and the check engine light went away. I was wondering if I could do thd same if its just an 02 sensor reading too much exhaust. What are your thoughts?
