Default 91 dx mini me obd0-obd1/ 3500rpm limp mode HELP

Ok so I have a 91 ef hatch dx converted from dual point to Multipoint with a d15b7 block d16z6 head d16y8 intake manifold car is jumped from OBD0 to OBD1 with obd2 injectors I am running a P28 ECU. This mini me swap runs good but I NEED HELP my vtec is not wired up or O2 sensor, I do not have a speedo right now need that too but biggest issue right now my car is redlining at 3500RPM right now won't go any further just started this issue anyone know what it can be.

I have recently replaced the spark plugs gapped at .044 , replaced the fuel filter, new Walbro 255 Fuel pump, fresh oil change, has new clutch, new 8 lb fidanza flywheel, tried 2 other stock P28's and one chipped P28 all same thing wires are good, Distributor seems to be working fine also.

Have talked to sooo many people about this but no one has told me for sure what it is. Many suggestions but no for sure solutions.

If you have any suggestions please feel free I can't figure it out.
