Whats up hondatech i recently just installed a d15b in my 99 civic and i notice just before vtec kicks in it sorta holds and doesnt engage fast enough its struggling to hit vtec in every gear sometimes in 3rd gear it hits then drops then hits again

what could it be ? what should i do ?
