What year car is the motor currently installed in?

If it is OBD1, just run an OBD1 chipped P28. It is always highly recommended to have the car tuned after doing any engine build or cam swap, so I would look into having that done as well.

As previously mentioned, a chipped obd1 vtec p28 spec ecu would work.

Keep in mind that a "stage 3 cam" isn't necessarily the best cam for your build.
Make sure you use a cam that isn't over kill for your setup or you will make less power then you would have on a stock cam.

Read over http://www.phearable.net/tech/efibeginnerguide.html to educate your self on chipped ecus / tuning etc.
