Those aren't high beams. They're auxilary lights. Here in the US the '93-'95 bumpers with those extra light fixtures use an 1156 IIRC, which is the same as a taillight or turn signal grade bulb. In Europe the same type of housing uses an H4/9003, which is a headlight grade bulb.

So, to clarify, '96-'97 bumpers still have high beams on their headlights. They just don't have the additional auxiliary lights.

The '96-'97 bumpers are also rather sought after and pricey from what I can tell.
