my 2000 civic ex has 2 problems with it but im not sure what they are

1. when i stop at a stop light or a drive through and its hot out side my car will over heat and smoke or steam will come from the radiator and i go through radiator fluid like every other day.
i think ist a blown head gasket but im not sure?

2. when my car does over heat or after it been running for a bit my radiator fan wount turn on.
i dont know why that is

if i have a blown head gasket what should i do?
can someone tell me how to fix this
