question about installing steering wheel in CRX

hey guys,
just bought a crx with tons of surprises,
i went to install an aftermarket steering wheel and i noticed the column didn't have those two nipples that go into the aftermarket hub... you know, right next to the threaded hole in the middle.
(stole a pic of a good column from someone else)

You see those two nipples by the hole? one on top one on bottom of the threaded hole.
Is (missing) this dangerous by any chance? What are the two things for?
Could this explain why my blinker doesnt turn off by itself when i make turns?

The clock spring could be messed up, or not rewound properly. I had the same problem in my 93. Took the wheel off, and the clock spring unwound. Blinker went to full manual mode.
