obd1 or obd2 oil pump?
It has the mounting locations for the TDC & CKP similar to the OBD2 F22B* oil pump housing. However the mounting bolt pattern and casing design is not the same. That is an OBD2 H series oil pump.

I'm so used to Accords and F22s. If you have an H22/H23 then yes this is an OBD2 oil pump housing for those blocks.
The red circles show the different mounting points on the H series. The blue are the mounting points for the TDC & CKP sensors. The OBD1 housings do not have these.

Yes you need the OBD2 (96+) balance shaft drive gear and timing belt drive gear. they have teeth that the magnetic sensors detect. the OBD1 gears do not have these teeth.
This is an example of an OBD2 BS gear, notice the 12 teeth, or pads around the outside. That is what is required for an OBD2 sensor setup.
