It doesn't have to do so much with year as trim.
For sedans the DX and LX comes with a black, unpainted license plate garnish. The EX is color matched, as are at least some VPs (aka SE aka DX-V). The VP is only a '99-'00 model. They're the ones that have some trim painted and some not.
Your best bet it to find a silver '96-'98 Civic EX sedan and replace your license plate garnish with that one.
You could also repaint yours, but it'd honestly probably cost you more.

yes paint it.
thats probably the last thing i would worry about on that car. I have the same car in the same color.

edit:
didnt know this

Just remember that the EX and Si both have all trim painted. The only thing the Si has painted over the EX is the side skirts.
Here's a '96-'98 EX sedan with the gold package.

There are a LOT of silver 6th generation Civics. Try to find one to get that off of. Though the paint could be faded different...more on yours or the other and look a bit off when side by side.
Or just accept it as what it is and learn to like it...like I did with the 5th gen's funky door handles.

Granted I don't believe there's much of a choice with the door handles. lol
The trunk garnish is easy to replace and if you're lucky it shouldn't be too far off.
No one has ever mentioned any concern with mine, but my entire rear bumper is a replacement from a '97 automatic coupe. I never even repainted it and my car and bumper are both Milano Red, which is known for "fading" and also is a tricoat, so it can be difficult to color match (tinted red clearcoat on top of red paint).
Tust because it comes off a different car doesn't mean it will be obvious.
Could be worth it as long as you don't pay too much.

And sometimes even a painted part won't match perfectly. A lady rear ended me a few years ago (right after I got the whole car painted) and the new bumper cover looks a tiny bit lighter in really bright sun (it's milano red). It was by a good body shop too.
