Default 99si obd1 harness code 1 for no reason

just pulled an entire obd1 engine out of a 92-5, the ecu was chipped and setup with EVRYTHING turned off, eld, oxygen sensors, all that.

well now the whole setup in in a 99 si with a obd2b to obd1 harness, the IACV stayed 2 wire the whole time, and thats not a issue.i verified correct pins at the car harness side.

unplugged every sensor 1 by 1 and i still have the same result:

check engine light doesnt go off after fuel pump primes, just stays on.

i can check it,and it shows a code 1, but oxygen sensor is disabled in crome, i swapped ecu's to my tuning computer with a ostrich and still same results, car starts and drives fine, just a CEL all the time.

im wondering if the conversion harness is pinned wrong, or am i missing something.

stock 99 si wiring harness, into a obd2b to 1 conv harness, and into my crome ecu.
n
just cant seem to get the CEL 1 to go away.

i ran into this a few years back and forgot what i did to fix this.

any help is appreciated
