H&R springs - car runs like I'm floating
Alright, so I have these integra H&R sports springs (not ITR specific) sitting around and decided to put them on the R. Anyways, I love the drop, but the ride feels a little too bouncy and feels at times as if I'm floating. The ride feels like the car's loose, not firm and tight - like when it had the stock spring. I feel all the bumps on the road, but soft. Compared to my GSR with Neuspeed, I don't even feel the bumps at all - the GSR feels FIRM. I'm thinking about trying Ground Control.. What do you guys think?

Also, make sure the bushings are clocked properly. Assuming you're using rubber suspension bushings the bolts for the control arms shouldn't be tightened until the car is on the ground, or the suspension is compressed to the final ride height.
It's not a matter of bolts being tight or loose. The rubber bushings on the car don't rotate inside the suspension arms once they're installed, so if the bolts for the control arms/shocks are tightened with the car off the ground and the suspension at full droop, when the car is lowered onto the ground the metal sleeve inside the bushing tries to turn and creates a "preload," on the bushing. Their was a good thread about this in the suspension forum about a guy with Konis/GCs who was at first unhappy with them because the suspension wasn't installed properly.

What do you expect? The OEM ITR springrates are firmer than the Integra Neuspeed springs that you put on. And the ITR uses linear springs (in the front) as opposed to the progressive springs of the Neuspeeds.
Unless you really put some thought and money into the ITR suspension, what you do won't be an improvement over stock.
And yeah--your shocks are probably about gone too.

What he said. ^ At one point I had Neuspeed Race springs on Tokico Blues on my other ITR. It cornered excellently but was a very bumpy ride, bottomed out a lot, and oversteered more than OEM. I also had the JDM rear bar though so that could have been an oversteer factor too. It definitely increased the sensation of dragging the tail end of the car around corners and it stuck like glue in combination with the 205 50 15's I was running.
Neuspeed Race Spring Rates - 389 front / 290 rear
OEM ITR Spring Rates - 220 front / 180 rear
In hindsight Koni Yellow would probably have been a better / less harsh ride choice.

front: 4.4kg/mm, linear
rear: ~2.4-4.4kg/mm, progressive
Which translates to ~250lb front/250lb rear. Notice how the rates are balanced and not heavy on the front, like with 95% of the springs on the market for the Integra.
