Problem with cam installation in Y8 head

Default Problem with cam installation in Y8 head

I have been searching for days and can't find the answer to my question. I am installing a cam in a y8, but when I tighten the cam cover/rocker arm assembly, whatever you want to call it, the cam binds and will not rotate. I can get about 1/4 inch of a turn out of but will not go any further. Is it supposed to be that tight? Or should I be able to rotate it? Head is installed on the block, no timing belt.

This is my first time putting a sohc vtec together, so please forgive me if its a noob question, but I can't seem to find any answers. Thanks in advance for any help.

Um, valve hitting a piston at TDC?
