put new trans in 08 altima, but now has high stall

We had a 08 altima come into work with a lot of undercarrage damage. I ended up having to replace the trans with a used one. I swapped transmissions and used the torque converter that came with the trans. This used one has 14k on it. After putting it in I filled it with the Nissan ns2 cvt fluid. I originally filled with 8qts since it also got a new pan and radiator. No dash light on, car goes p-d fine..but has real high stall. You have to rev it to about 2k.before it attempts to move...and it has little power. So I called Nissan and they stated it might be low on oil even though the dipstick is good when hot...so I added 2 more qts. I asked if it was because the torque converter did not fill, he stated that can't be because it would be the.first to fill. Any ideas?
The car has not been road tested yet, just lot driven. Also when you put it in manual mode while driving it will go to 1 but as you try to shift, it stays at 1. There are only 3 sensors/ plugs and they are all hooked up.
