Icon6 How do you make a front LCA Compliance Bushing comply?

I am replacing the front lower control arms in a 1995 DX Hatchback and would like to reuse the compliance / radius arm bushings. However, the inner metal sleeves are somewhat rusted to the LCA after 15 years on the road. Is it possible to remove these bushings from the old LCAs without damaging them?

If I went with new ES bushings instead, would I just sawzall the old bushing apart to get the outer metal braket?
