IIRC the D16Y7 is OBD2 so therefore you cannot chip your current ECU. You could do an OBD1 conversion and get a chipped OBD1 P06 and have it tuned. Your probably not going to gain much power out of a tune on a stock setup. You will be able to set up a 2 step / launch control and full throttle shift. On a stock D16 that's not going to gain you much ether.
Ok, we've all been noobs to the honda game
there are alot of routes to take
figure out what your goal is first
just by your post it looks like you want to go a little faster by cheapest route
=
nitrous, undoubtedly the best bang for your buck
if you want to make a hobby out of your car
=
turbo your d
or
swap to a b, d, h, k, j
get to work

to back track a little
you can convert to obd1 and get it tuned (crome-free, neptune, or ectune OR hondata$$)
that would gain you a little
but would definitely be the start of a good foundation for all future mods
best of luck
oh, yeah,,, get back to work
