Icon2 91 civic si swap idle problem

i just bought a 91 civic from a friend who didnt have the time to mess with it anymore, he put the motor in from a 91 si wagon, its a b16a6 with 150k on it and it ran fine in that car. when he got it swapped it idles fine and revs good, but when you hold it at 2000-3000 rpm it wants to fluctuate, it will die down a little and then pick back up, just when held. when driving it it feels like its lugging real bad at 2000 and about 2500 to 3000 it acts like it isnt getting fuel and jerks real bad. but below or above it runs great. also the computer has a code but it doesnt flash slow at all its just 14 fast flashes thats it no slow flashes at all, ive checked and rechecked it and thats what it does, is that a code 14 or something else? i havent messed with it too much just checked some vaccum lines so if anyone has any good ideas for me to start with i would greatly appreciate it.

If your timing is off i could see this happen.. you may have a bad fuel pump. or the plugs may be on wrong should 1342. or your spark plugs may be fauled up. i would start with the plugs and wires work your way to the timing..... hope this helps
