by not plugging in the srs and cruise control plugs, does it have any effect other than the lights dont light up?

 

The SRS wont function, the light completes part of the circuit, IIRC cruise is the same way. You can easily swap the SRS light in (use the bezel from your old cluster that already has the hole cut in it. Cruise is more work., you'll have to jump a couple of pins on the plug.

 

Cruise will work perfectly fine, just no light in the cluster. SRS I'm not sure about.
