Default intake air bypass control diaphram

what does this do? i finally got my motor put back together but the only vaccum hose i didnt connect was the one going to the intake air bypass control diaphram... and also now when i hit vtec at 5500 rpm engine acts like it almost has a governor or something weird at like 6500... but im able to push through it up to 8000rpm... and then my check engine lights comes on... obviously im not going to hit vtec any more til i figure this out but cud this be to me putting the lobes of the cam shaft on incorrectly or in wrong order?? thanks

The IAB controls intake air volume at various rpm's to maximize low end torque, don't think it causes a CEL though, that may be another problem. Pull the code.
