Default Spring Length for Ground Controls, what is the significance of it?

I am about to order custom Ground Controls for my daily driver

I was thinking within 250 Front (ITR SPEC) and 400 Rear...

But was wondering is how is Spring Length important as well?

I mean I know that on coilovers which have small springs usually have crappy ride handling characteristics...

So does this mean is it better to go with a Spring Length of 8" for the front better and 7" for the rear a good thing...?

Will I be able to go lower my car around 2.5 inches front and rear...

Will this fit into my 99 Civic 4-door?

Explain this Spring length to me everyone?
